Title I Reading Program


What is Title I?   Title I is a federally funded program providing supplementary services in public and private schools. Programs are different in every community. In Berlin we have Title I teachers and tutors working in grades 1-8 for children who are performing below their potential in reading and related areas.
What is the goal?   The purpose of the tutoring is to give the children extra help in reading, language, and study skills so they can improve their classroom performance, and to introduce them to interesting literature so they will learn to enjoy reading.
What is Taught ?   The fourth, fifth, and sixth grade program focuses on building and refining vocabulary concepts and comprehension skills, and the application of these skills to content subjects. The emphasis at this level is on teaching comprehension and organization skills using a variety of materials , building from the literal level and into the higher levels of reading comprehension. The purpose of this phase is to give the child instruction in these skills, and to provide practice in applying them in his / her classroom work
How is the program conducted?   The program is designed to meet individual needs and leaning styles and is coordinated with the classwork taught by teachers. Reading diagnostic evaluation and prescriptive programs are completed for each student. Trained tutors and teachers carry out the prescriptive activities with children in small groups or on a one to one basis. Most of the instruction is carried out in the classroom or in Title I rooms, and scheduling is done carefully to avoid conflicts. Communication between teachers and tutors concerning children's progress is on going.
How are Parents Involved?   An important part of the program is to involve parents in their children's education. This is done in group and individual meetings to give parents an opportunity to observe the child working with the Title I tutors. Parents are encouraged to ask questions, voice concerns, and make suggestions about their child's program. Materials and ideas to use at home area valuable to interested parents. An annual Parent Meeting is held each year and a Parent District Advisory Council helps plan, design, and evaluate the program.
Who May Participate in the Program?   Teachers may refer students to the program. Referral sheets are available at the principal's office or from the Title I staff. Children who demonstrate the greatest need are selected to participate in the program. Parents may also refer their children for these services. Interested parents should contact their child's classroom teacher and/or Title I staff.
